This research (conducted in 2004 and 2005) examined how governments, civil society organizations and donors may support non-state provision of pro-poor basic services. It proposes guidelines for donors wishing to support governments and civil society organisations in making appropriate interventions. |

Details |
This program tested various alternative modes of water distribution management in small towns and peri-urban areas. For the most part, the program surveyed small villages. However, certain experiments reached a sufficient scale to provide a range of results for analysis. |

This program (part of a four-year study) focuses on individual sanitation economics. It intends to advise on private operator participation in public sanitation utility improvement. And also on domestic sanitation management: practices, attitudes, behaviour and demand.

Details |
The purpose of this project is to identify and test constraints, opportunities and strategies for enabling Small-Scale Independent water Providers (SSIPs), also known as Small Water Enterprises (SWEs), to deliver an acceptable water service to poor urban consumers.
This is to address the fact that in many urban centres, water utilities lack finance and the institutional capacity to meet the water requirements of the rapidly growing urban population. SWEs fill the gaps left by utilities, but often lack constructive relationships with them. This contributes to inefficiencies and market failures in informal water vending and distribution, and is thus amenable to intervention. |

Summary |
Human Settlements (an IIED project) works to reduce poverty and improve health and housing conditions in the urban centres of Latin America, Asia and Africa, in combination with promoting good governance and more ecologically sustainable patterns of urban development. This is achieved through policy research, most of which is undertaken in partnership with NGOs and academic institutions in Africa, Asia and Latin America. |

Summary |
A year-long programme of action research in West Africa to address some gaps in the knowledge of SSIPs. The work focussed on network providers, whose services are closest to those of formal utilities, and who have typically taken most risks in establishing their business niche.
A preliminary survey of ten West African countries pointed to interesting developments taking place in Ghana, Mali and Mauritania. These three countries became action-research case studies, where specific providers were studied in more detail and dialogue between different stakeholders supported. Later, Maputo was added as a fourth case study as steps to engage independent network providers were underway there (in which AFD, Hydroconseil and BPD have all been involved). |
